Boys vs Girls Festival 5 :$Finally its 5!   
       Time was ticking off the clock in Konoha. The Festival was well into its third day. The contestants haven’t made a move yet on either side.  
 
  At the moment, the score on the Boy’s side remained 2, while the opposing team had a score of 1.  
 
  Tsunade-sama was very irritated on the other hand, “This is the lamest festival so far yet! What’s taking so long!? Shizune!”   
 The apprentice jumped at her name, “I-I don’t know! Perhaps, both teams are coming up with strategies. You should be Boys vs Girls Festival 5 :$

Where does kishimoto plan to go with this?

On third thought here is my theory:

She is using reverse psychology. Even though she doesn't want Naruto to keep on looking for Sasuke, she knows that Naruto's words would stimulate him to do so more. She wants to save sasuke, but the Konoha ninjas are forcing her not to. So by saying this stuff naruto will get agitated and prove his loyalty to Sasuke and save him. It's a win-win deal for her.

As for her really loving Naruto, I don't know what to think. Maybe she does love him, and she's using now as a time to say it. I mean, the words she said made perfect sense if you get the whole lying thing out of your head. This is what NaruSaku fans have always been saying- Sasuke has always been the bad guy.
But still, I have no clue. These are guesses.
